House Republicans block Trump's Healthcare plan (Congress / Parties / presidency)

With the 45th president forced to withdraw his bill repealing Obamacare, what does that say about Trump's capacity to persuade? Use this example as well to demonstrate how, even when one party controls both the White House and Congress, oversight of the executive is still possible. Perhaps the failure of this law also reveals the factions within the GOP.  You have the "Freedom Caucus" pushing for a far more radical repeal of federal involvement in healthcare on the one side. On the other, you have the more moderate Republicans who are far more hesitant about taking away federal benefits.
