Republicans abolish the filibuster for Supreme Court nominees (Congress)

The Democrats first ended the use of the filibuster for cabinet appointments, and now the Republicans have invoked the "nuclear option" and ended the filibuster for Supreme Court nominees, after the Democrats opposed Trump's nominee to the Supreme Court, Neil Gorsuch. The device, which involves talking out a bill or ensuring that a vote cannot take place, remains in place for ordinary legislation. 

Use this example to assess the effectiveness of Congress in holding the executive to account, and also more specifically on whether the filibuster still matters.
